Shouldn't a reptilian bugbear get these bonuses for it having a tail?

"(Thanks to his tail, Saebeohrt receives a +4 racial bonus on Jump, Swim, & Balance checks)."

Saebeohrt is the example Scaled Horror I posted about before. He's a lizardfolk fighter/scaled horror. He gets the skill bonuses for having a tail. A reptilian bugbear has a tail as well but it says nothing about bonuses to skills for having one. They would really help him out to get started towards qualifying for the class.

The Reptilian template (assuming you're using the one from Savage Species) already gives a racial bonus to Jump and Balance checks. Apparently it's not as good for swimming as a lizardfolk's tail, though.

Edit to clarify: There are no generic bonuses for "having a tail". Tails come in all shapes and sizes, so the bonuses (if any) have to be defined on a case-by-case basis.
