rapid reload and bows

I know rapid reload applies to crossbows and firearms, but can it also be applied to say an elven double bow to make notching the second arrow a free action instead of a move equiv action?

Not by RAW. By using your move action, you basically get a 2 arrow manyshot at a +2 attack bonus at full range. That said, ranged weapons really need love so honestly I can't see a real reason to prevent it other than to be RAW. If it's about keeping your movement, shot on the run should allow you to move before and after your attack even if you use your move action to nock the arrow.
