The Combat rules for Concealment are pretty much identical in 3.5 and Pathfinder 1e. And so, the general rule for the 2 different types of Combat Concealment are:

The miss chance vs. a target with Concealment is 20%
The miss chance vs. a target with Total Concealment is 50%

As you know, there are a good number of percentage modifiers in both rule sets that have been presented over the years by official WotC and Paizo products ... as well a number of quality 3PP products. For example, there's incarnum/akashic mechanics that boost the percentage bonus to miss chance (sometimes only in very specific concealment circumstances). Plus, I've seen class abilities, archetype abilities, rogue talents, magic items and feats that all grant similar benefits. All in all, those are usually well-regarded and welcomed bonuses for many characters.

So let's look at a scenario where a character's rogue has, say, a custom high-level magic item that grants her a +35% bonus to any Concealment percentage she may have. Her mage friend casts Blur on her for a 20% Concealment bonus. With her magic item benefit, she's now at 55% Concealment.

My question to you is, at 55% Concealment, does she automatically fall under the category of being under Total Concealment since she is at 50%+ ?? This is important, because you get added benefits for being under Total Concealment - such as being basically immune to AoO's.

It could be argued that she is still at Blur's normal Concealment status ... just that her bonus has jumped from 20% to 55% with no qualifying descriptive text in her magic item has states that a status change could occur once the 50% level has been reached.

There's no rules text that states anything close to that. An effect doesn't automatically becomes another because you raised its numerical effect. You don't automatically Exhaust someone if you add a bigger Str penalty to the Fatigued condition.

Concealment doesn't stack anymore in 3.5. Dunno about pathfinder or whatever 3rd party stuff, but in 3.5 only the highest thing applies. As Kayblis says, even with a homebrew item, this would not work.
