So I finally ended up playing as a kobold and was wondering if pack tactics works on ranged attacks? If the monk is in melee with the target, does my shortbow or guiding bolt have advantage to hit it?

Absolutely it works on ranged attacks.

Pack Tactics
You have advantage on an attack roll against a creature if at least one of your allies is within 5 feet of the creature and the ally isn’t incapacitated.


Requirements:
1) attack roll (ranged, melee, spell all apply).
2) one non-incapacitated ally within 5 feet (the monk is)


You have met the requirements, you are good.

With that advantage, it makes extended critical very interesting. A Dex based fighter champion kobold going rogue afterwards critting with sneak dice? WHAM! Kobold with a shortbow.

Just call him "Ko-B."
