If a monster has a BAB over 5, can it use iterative grapples, even if normally it only attacks once with every natural weapon? For example, can a giant constrictor snake (BAB 8) use constrict twice?

Yes, but not in the same round it uses a primary natural attack without treating it as secondary. When opting to use iteratives, all natural attacks are treated as secondary.
