Am I correct in assuming any creature with a fly maneuverability of good or perfect can hover? Or do they still need to take the feat as well?

yes, you are assuming correct. You don't need the feat to hover (or as requirement for other things depending on hover).

Dang. Sorry about that. I looked at that table but missed seeing hover even though it's 2nd in line??? duh me! Thanks :)

FYI, the Hover feat was mainly written so that big dragons (and other large flying creatures, I suppose) could cheat the maneuverability rules and hover in mid-air despite never having a decent maneuverability rating.
