OK, everyone. As I have said in a few posts, I am building a city, and I think I almost have it ready for my current group to come visit it on a preliminary trip (I know it's not completely ready, nor will it be completely done for a very long time to come). I just need some help coming up with a few more notable individuals, as well as a couple of short quests for them to follow while they are here, ideally to help showcase the city or the island it's on. As for the note regarding the cities founding, I know it's not ideal, I am trying to figure out something better for it, that is just a placeholder for now.

Word of note, in our campaigns all dragons have what is basically an 'Alternate form' ability, allowing them to turn into a humanoid form when they want to.

Free Trade City of Kandis
Kandis is a port city located on an island in the Sea of Graham. Originally settle by pirates and ruffians, many who know of the city still think of it as a place of ill repute. And at first glance, that seems appropriate. However, those who spend time there and get to learn the ways of the city learn there is much more to it than that, as the residents of the city all share a mutual understanding of respect and liberty for all sentient beings. This has led to the city developing a sizable non-humanoid population, which consists mostly of fae and monstrous humanoids. The city takes up the entirety of the northern portion of the island that it rests upon, and measures approximately 6 square miles, including several of the smaller islands located off-shore, which are primarily used for farming.
When approaching the city, travelers will notice a change in the air before they even come into sight of the city, feeling energized and more alive. They also note that colors appear more vivid, and find themselves finding beauty in many things they normally wouldn’t think of it in. This feeling gets more intense as the travelers approach the city, so that by the time they are in sight of it they feel practically giddy with excitement if it is their first time.
Kandis has a large aqueduct underneath the city that spans the majority of it. It is constantly being filled by a number of underwater openings into the sea, which then pass through large chambers that have been enchanted to purify the water that passes through them, rendering it clean and fresh, perfect for drinking and washing.
Sustainable agriculture proved a difficult thing, due to the fact that most of the available land for farming is on the small islets off the coast, but the creativity of the cities residents and leaders soon found a unique solution in the form of aquatic farms. The cities water-based residents (mostly aquatic elves and merfolk) operate these farms, providing the majority of the plant-based food for the residents of the city. More traditional crops are available, but are harder to come by and as such, more expensive. Truffles and mushrooms, in particular, are highly valued.
Kandis was put on the map several hundred years ago, when a large-scale war was being fought between seven kingdoms had drawn on for decades. The monarchs, who were all tired of fighting, tried to find a suitable location for a peace summit between them. However, due to long standing grudges and suspicions between them, none could agree on a suitably neutral location. This stalemate continued for several years, until finally one had an idea. The town of Kandis was a port town that pirates had based out of for years, harassing all of the monarchs. If they offered the pirates a degree of legitimacy, as well as amnesty within their own docks, in exchange for constructing a meeting hall for them, as well as enacting some form of law (left to their own discretion), then all sides would benefit. The pirates would be allowed to operate legitimately and freely outside the jurisdiction of a monarch, while also improving the town to the level of respectability and decorum that would be expected for a location of a royal summit.

The Scurvy Dog is largest, and oldest, tavern in the city. Founded back in the days before Kandis achieved legitimacy, it is situated nearly across the street from the largest port in the city, and is the first stop for many people when they make landfall. Currently owned by Hofric Broadbelly.
The Golden Pirate has a dozen private rooms on the second floor and a large common room on the first that you can rent for a few nights at a reasonable price. Each private room has a padded bed large enough for two medium sized creatures with a coverlet over it, a medium sized chest with key in the lock, two simple cushioned chairs with a small table, and a small private chamber with a plumbed chamber pot and running water washbasin, as well as a medium sized steel mirror.

The Drunken Dragon is owned by Alymmaryz, an adult Red Dragon, and is known across the city for serving the strongest drink in the city. In fact, Mama Aly (as the girls working there refer to her) brews her drinks herself, and keeps two strengths on hand at all times. One, which is for general customers, is strong enough to knock an ogre on his ass if he isn’t prepared for it. The second brew is strong enough for her and her draconic kinfolk in the city to be able to get pleasantly drunk with. Anyone who wants to partake of her special brew needs to pass a test of hers, where she has them drink a sleeping potion (Will save to resist, 1 per minute, save DC 18, +1 for each save after the first). Anyone who is still awake ten minutes after drinking it is allowed ‘the good stuff’.

The Crystalline Spring is the highest quality bathhouse in the city, and the only one of particular note. Operated by a pair of brothers, Eric and Martin Steelshot, everyone who has visited this house will wholeheartedly agree it has the best water within the city. The brothers claim that this is because of a secret blend of herbs and minerals that they add to the water in their reservoir, but the actual reason for it is because they don’t use the city’s water at all. Their reservoir actually has within it a permanent Gate to the Elemental Plane of Water, specially separated to allow the water to pass through for usage, while trying to ensure that other things don’t get through into the bathing area. The Spring offers a number of different experiences, including a large public bathing chamber, two slightly smaller chambers that are separated by gender, and a half-dozen private bathing chambers. The public and gendered rooms offer similar amenities, having a large cabinet with a large supplies of soaps and oils for patrons to use, a handful of partial enclosures for washing, and a large shallow pool of hot water, large enough for anywhere from 20-40 creatures to lounge in comfortably. The private chambers, however, have a much smaller pool, only big enough for about three medium creatures, but also have a bell-pull to summon a staff member when you wish for soaps, oils, or refreshments of some sort. Lastly, if you purchase a private chamber, you can also pay a small extra fee for a personal bather to accompany you, who’s purpose is to pamper you and tend to your any need.

The Tilted Anvil is owned by Sam Bloodblade, a retired adventurer who was born here in Kandis, and eventually returned to tend the family forge. Sam is the best weapon and armor smith in the city, offering only his own work, all either Masterwork or Enchanted.

The Trade of Blades is the only shop in the city that actually buys old armor and weapons, which is then cleans up and resells at a notable markup. Owned by Golag, a middle-aged Half-Orc, the Trade of Blaldes offers almost any form of armor and weapons you could ask for, all made by different smiths from around the globe.

Fae Fabrics is, technically speaking, two different shops, but as they offer the same service, are located in the same building, and the owners are both friends, most people just consider it one location. It is owned on one side by the nymph Mellisandré and the other by the faun Nar. They are among the highest quality clothiers in the city, but are perfectly willing to make a deal for those who are struggling somewhat (though Nar tends to enjoy poking fun at people needing to trade for his services).

The Wet Wench is, officially, a bar, but all of the staff employed there are more than willing to offer additional services to anyone who offers a bit of extra coin. Owned by Cibble, a retired adventurer and good friend to Sam Bloodblade, this spot is a popular location for many of the laborers in the city, offering decent quality drinks at a relatively low price.

The Bubbling Brew is an alchemy shop owned by a Woodwose by the name of Syvis. All of its wares are organized in an extremely neat and orderly way, with every potion and herb displayed in alphabetical order.

The Rusty Boot is the cheapest inn in the city, only charging a handful of copper pieces for the night. However, you get what you pay for, as the rooms are cramped, and each has only a straw bed, a washbasin with a dirty mirror over it, and a small dresser. The doors have an incredibly simple lock on them (Open Lock DC 5). It is managed by Andrew Oatbane

The Lustrous Gem is one of the jewelery shops in the city, owned and operated by a male biped Decataur by the name of Idian. Every gem in this shop is polished to a shine so intense you would think they would glow in the dark. While the wares here aren’t of the highest quality, they are all a very good value, and are good enough workmanship that only the snobbiest of individuals would turn their nose up at a gift from here.

The Golden Pony is the highest quality inn in the city, hosting ten private rooms on the main floor, and five suites on each of the second and third floors. The standard rooms each consist of a feather bed large enough for two medium sized creatures to sleep on with plenty of room to spare, a large wardrobe and locking chest (key must be requested at the main desk). The standard rooms all share a bathing chamber, which consists of a bathing chamber set into the floor, as well as three small chambers with a plumbed chamber pot and small running water basin. The suites, however, each have a separate bathing, sleeping, eating and hosting chambers within each, offering a very large, four-post, griffin-down bed, a large claw-foot bathtub enchanted that ensures that any water stored within it is kept at whatever temperature the beings within it prefers, a plumbed chamberpot and washbasin, large silver mirrors in each room, two chaise longues, three large sitting chairs, and a heavy oaken round table, two large chests with both a physical lock and an enchanted lock, large wardrobe, as well as leaflets advertising several different establishments in the city, and personal ‘companions’ who you can request for anywhere from a few hours to the whole night. It is operated by Thaola Aeroris, an Elf Felid.

The Elven Smile is one of a large number of brothels in the city that have their employees all themed around the race of the people you will be spending time with. The house holds 22 studs and 29 wisps (male and female) employees, of which 8 are half-elves, and the rest full elves of different variants. The Madam of the house is Kyara, a middle-aged female elf.

Irresistible Indulgence is one of the finest bakeries in the city, owned by Ollie Alverrez and his wife Milena. It offers a variety of breads and pastries, baked fresh every morning. The wife’s Dragonberry tarts are particularly popular.

Notable Individuals

Hofric Broadbelly (LN, Male, Dwarf, Expert 6/Rog 4), a portly dwarf with blonde hair worn loose down to his mid-back. A former adventurer, Hofric always enjoys hearing tales of what is going on in the various parts around the world, and may be willing to cut a deal on a room for the right information. Well dressed, he always has a key ring on him, but no one is quite sure what the keys on it are for. If a player uses Detect Magic, they will see that the keys are all normal, but the ring itself is enchanted with a spell from the Transmutation school (PasswallI; when the ring is placed on a wall and a command word spoken, it creates a 5-foot oval opening within it. This opening can be closed by touching the edge of the opening and speaking a second command word).
What most people don’t know about Hofric is that he isn’t just the owner of the Scurvy Dog, he also is either secret owner or partner owner of every other inn in town, and every tavern except 2. He used to adventure with Alymmaryz from the Drunken Dragon, and is in an ongoing on-again/off-again relationship with her.

Alymmaryz (LE, Female, Adult Dragon) is the owner of the Drunken Dragon. An adult red dragon, she chooses to have her humanistic form look as much like her natural one as possible, still with dragon scales, claws, horns and tail, but all scaled down to medium size and the proportions altered to fit a humanoid frame. She comes across quite gruff, but has a soft spot for people in hard places, and looks at the wenches who work for her like her own daughters (though she will deny this fact if anyone dares to say anything. Before she roasts him alive). Alymmaryz used to adventure together with Hofric Broadbelly, and the two remain reasonably friendly, though this is not officially public. Hofric constantly tries to find ways to get Aly to agree to share the secrets of her brews, but she treats that secret like the most precious part of her horde. She knows he will always try, he knows that she will never tell, but they both enjoy the back and forth of the game between them.

Sam Bloodblade (NG, ?, Human, Fighter 4/Wizard 10) owns The Tilted Anvil, and is the best weapon and armor smith in the city. Born a male, while he was adventuring with Cibble and two others, he ran afoul of a strange enchanter who placed strange enchantments on the four of them, including turnging Sam himself into a herself. After dealing with this bizarre mage, She found she quite liked being a woman, but enjoyed her time as a man just as much. After doing some magical research and training, he eventually developed the ability to change back and forth between man and woman whenever he wanted to.

Farryn Liara (N, Female, Sthien, Druid 10) is a member of a small druidic circle within the city, whose main task is to look after the cities Natural District and tend the Tree within it. Farryn can often be found slithering about through the forest in this area, and is more than happy to help guide people through it to wherever they are wanting to go, though always with a cautious eye for those who would seek to despoil the ground or needlessly harm the trees.

Mellisandré (CG, Female, Nymph, Expert 2) is one of the best seamstress’ in the city, and co-owns Fae Fabrics with Nar. Mellisandré oozes feminine power and control from her every pore, as every move she makes, every word she says, and every piece of clothing she wears is designed to show she knows exactly how to wrap anyone she wants around her little finger, and isn’t afraid to do so to get what she wants. She and Nar both are known for infusing the clothing they create with subtle magics to enhance the wearers best physical traits, while downplaying their less flattering assets (Anyone wearing an outfit created by one of these two is treated as having a +1 to all Cha and Charisma-based skill checks as long as they continue to wear it)

Nar (CG, Male, Faun, Expert 18) co-owns Fae Fabrics with Mellisandré, and the two of them have a good working relationship. Nar is extremely flamboyant and over the top, often with his nails extended significantly beyond the end of his fingers, as well as painted in bright, over-the-top colors. He is also one of the cities most notorious gossips, though this means any stories he has heard are likely ones people want to spread (though not always the people who it is about)

Syvis (NG, Male, Woodwose, Druid 9) is the owner of The Bubbling Brew. An alchemist of modest skill, he makes a point of gathering all the herbs for his brews and concotions personally. Because of this, it is usually one of his assistants who is minding the shop, though he always makes a point to be there on holidays, as well as to make sure they both have ample time to tend their own studies and lives. He is very particular, and wants to make sure that everything is done in just the proper way, hence the very neat and orderly way his store is displayed.

Idian (CG, Male, Biped decataur, Ranger 6) owns and operates the Lustrous Gemstone, a well known jewlery shop. He takes great pride in the care he takes of his shop and the goods within it, though it will occasionally close down for days or weeks at a time, which Idian explains away as simply him needing time to just himself.

Thaola Aeroris (CN, Female, Elf Felid, Bard 6) owns the Golden Pony, and is frequently found lounging about in the main room, luxuriating in the light of the massive skylight she had installed. She stands tall for an elf, about 5’5”, who wears simple, revealing clothing made out of silk, with horizontal stripes across her exposed skin. She loves singing and will usually be sitting in front of the fire doing exactly that every evening, letting her voice carry through the entire ground floor of the Pony.
