What is the significance of the "Psionics" qualifier?

It signifies that those innate spells are actually mental powers. Note that those innate spells require no component due to said "mental powers" flavor.

So there is nothing special about how the spell is cast that is derived from the psionics "keyword" - any and all exceptions to normal spellcasting is in text. Right or left?

Correct, as far as spells go the psionics descriptor doesn't change anything.
