I haven't played D&D in a long time. Read: very long time. And I don't own a single PHB *hangs head in shame*.

So forgive me if this is a very stupid question, but I need to know it for something unrelated:

In standard D&D rules, is there a charm animal spell on the standard mage spell list? If not, what other option(s) would one have to enable a mage to cast it (scrolls, items, Blessed Calculator Watch of Charm Animal, other)?

Here is a good source for you. Its the System Reference Document (SRD). Its basically all the open gaming liecense info. It includes things like spells,feats...etc

the Charm animal spell is a druid or ranger 1st level spell. However it stands to reason that you could make an item to cast it 1,2,3 times a day, or use the Use Magic device skill to use a wand of it.

In short, no there isnt a charm animal arcane spell, however a high level spell called Dominate Monster could do it.

There's only Charm Person, which affects humanoids only, and Charm Monster, which can affect anything.
The SRD (http://www.d20srd.org/index.htm) is your friend in this case. Most of the core material is published there.

Charm Animal. Doesn't the ranger and drooid get that?

Hmm. Indeed they do. Though if a wizard wants to use it, he might as well use Charm Monster. Having a higher level, it's harder to resist.
