Tasha's seems to grant hit dice to the artificer's Steel Defender. Would you interpret this as to mean the Defender can roll its hit dice during a short rest to recover HP?

Yes.

Is there some particular reason one would not allow that?

Not at all. Just curious what people thought the intent was.

Probably just bring the SD in line with other creatures. As far as I know, it was the only time that a creature did not have hit dice.

The new summons don't seem to have those either in the UA, although they could be changing that too seeing how the SD got it.
