A random thought... In a setting where a wizard lacked access to a cleric powerful enough to repair/replace a damaged limb, it seems reasonable that they'd create a spell to functionally replace their limb.
I'm guessing it lasts a day, functions like the normal limb and is made of force (though I guess it could be made of something else, wood, wax or metal seem likely).

What level would the spell be?

Honestly, if all it does is the same thing that a normal arm would do, make it a modified version of Mage Hand or a cheap magic item based on it.

Since it just lets you function like an able-bodied commoner, level 0, if that. This kind of thing would probably be better as a cheap alchemical item.

Temporarily recovering a limb may sound like a big feat, but consider that there's a spell called Girallon's Blessing that nets you two extra arms, completely functional, and also gives clawed hands to both your standard and your new pair of arms, for 10 minutes per level. As an extra, you even gain the Rend ability. That's a 3rd level spell - sure, a very good one for the mages that like to fight head-on, but still a 3rd level spell. That's a good measuring stick for your spell.

I'd make it a 1st-level effect, because it's at least specific and functional enough to warrant proper training and development(eating up a known spell, not part of the standard "gains all 0-level spells" that all wizards have). It's mainly an effect to remove an unusual mundane ailment, which ranks very low on spell power if you use the "Personal Only" restriction. Having it last 24 hours per cast is pretty much expected too. You would probably be well served by adding it to the Permanency list, so it's completely fixable by 500XP until you start working with AMFs a lot. At that point you're probably able to cast Limited Wish to simulate a Restore Extremity power on your own if this really bothers you. This gives a nice gradual increase on your potential to fix this character-exclusive issue, so it's a good development tool too.

The Villain Design Handbook for Kingdoms of Kalamar is third party but official material. There is a level 1 spell called "Arm" that grants you an additional arm for 2 hours per caster level. It is level 1 and on the Druid, Shaman, Sorc/Wiz list at level 1. The only downside it is always considered to be the off hand for weapon use.

Honorable mention, Defenders of the Faith has the Arm of Nyr which is a magic item. It uses animate object and is +12k, but gives unlisted +2 Str, +2 Dex (unnamed bonuses), and +2 Deflection bonus. Might be something to look forward to building in the future.

No. Dragon magazine, Kingdoms of Kalamar, the non-Wotc Dragonlance books, and i think the non-Wotc Ravenloft books are all officially licensed by Wotc. They are not just open d20 gaming license books. The books even have an officially licensed Wotc product seal on them.
