It says your race is now "humanoid"

Does this mean feats like elven accuracy and squat nimbleness are out?

Yeah, unless your DM agrees that your custom race can be treated as if it were a race required for those feats.

Short answer: most likely.

Long answer: ask your GM, it might vary on a case by case basis.

Strictest Rules As Written it doesn't allow it, and that's probably intentional. But there was nothing stopping you from ignoring 'Requires Race: Gnome' before and isn't now, just maybe a few more balance concerns (which may or may not matter at your table). AL will likely ban such combinations through the simple method of not adding custom lineages to it's rules document (assuming there are no racial feats in Tasha's, I'm waiting on my book to arrive in about a fortnight).

I mean, it was a pretty safe assumption, but I just wanted to note it in case one or two had snuck in there, I've not really followed the leaks.
