How Powerful is Eugene?

He's a Venerable age wizard with the Scrying spell (which is 5th level I think but I can't find my PHB) not to mention the levels he gained as a mortal.

Er...are you asking us how powerful he is, or telling us? In any case, it's an impossible question to answer, because the stuff we've seen him do (scrying, Detect Scrying, creating an illusion of a being of pure Law and Good) are presumably not the highest level spells he can cast; he's never been in a situation (at least not on camera) where he's needed to use his most powerful tricks.

The highest level spell we know him to have cast is Permanent Image (Belkar in the jail cell), at 6th, which puts him at least 11th-level wizard. And being Venerable wouldn't be all that great, if he weren't a ghost: -6 to Con really hurts when your hit dice are d4.
