Question: Ravnica Guilds - Skill Proficiency

If you pick a ravnica guild as your background do you still have to keep those skill proficiencies tied with them? Can you potensially create a custom background and still include the spell list gained from the guild?

I wouldn't allow it I don't think, simply because the guild backgrounds are already so much stronger than normal backgrounds.
