Are there specific spells that kind of just give prophecy? The Draconic Prophecy stuff seems to be specific to Eberron ...

I'm looking for a spell for a high level wizard that can just kind of identify places for him to go or things he needs to worry about. Something that could work like this:

You need to be at the summoning circle tomorrow morning to greet a powerful traveler (may be phrased in a way that is less clear)
Or
A great power is rising in the eastern kingdom

Any ideas in canon spells? abilities? items?

Legend Lore and its older cousin Vision are the spells you want, more or less. It won't point you in a direction you aren't already looking into, but that is standard MO for wizards, at least.

Divination, for Clerics, can point you in a direction as long as you have a goal.

Contact other Plane and Commune serve a similar purpose for Wizards and Clerics respectively. Asking planar powers questions with simple answers.

Planar Binding and Planar Ally allow you to hold a more concrete conversation with agents of those planar powers, if you have reason to believe they can provide any meaningful information.

If you want a big prophecy that basically outlines the entirety of a plotline in a fragmentary way, you are likely looking at multiple casts of all the spells above.

Having a bunch of taint can cause you to have Prophetic dreams. Some of them are even true

Another site has a variant crystal ball from Greyhawk listed as "Eye of the Elder" but doesn't give a source for it. Anyone know where it's from? Seems like it could provide useful visions?

The dusk hag from Eberron Campaign Setting has the following ability:

Insight (Su): When a dusk hag dreams, she occasionally and inexplicably gains flashes of insight about past, present, and future events. This ability cannot be controlled and serves as a plot device.
This is the most direct "You get vague prophecies" ability in the game AFAIK.

Medani prophet from Dragonmarked has the vision of prophecy class feature:

Prophetic Vision (Su): As you undertake your training as a Medani prophet, you begin to receive powerful visions of the past and future. These rare and cryptic revelations are a tool for the DM to advance the story, and the frequency and nature of these visions is determined by the needs of the campaign. These visions often connect to your current location, such that you are far more likely to see an image of the ancient battles between quori and giant if you are in Xen'drik.

If a vision strikes while you are awake, you must make a DC 15 Will save or be stunned for 1d4 rounds as the images wash over you.

It's also a 5/5 casting progression class, though it's divine only.

The sybil from Savage Species also has some interesting abilities in this vein, though their riddle-based divination abilities generally just have the mechanical effect of spells already mentioned upthread (discern location, commune, etc).

Thank you for all of the feedback -- the Sybil abilities sound close, but as you say - they're the spells already listed so are somewhat limited.

The Dusk Hag sounds perfect - and Sor Teraza (https://eberron.fandom.com/wiki/Sora_Teraza) has a real Oracle at Delphi feel. I would be tempted to start with her, and then somehow work with her/pay her (or another dusk hag) to somehow put that supernatural ability into an item (could be a circlet you wear while sleeping, could be a crystal ball that watches you while you sleep, etc...)

Are there any rules for empowering an item with a creature's supernatural power?

If you want that real oracular feel, there's always Dreamtelling from Heroes of Horror.

An eldritch machine (ECS 273) or some other minor artifact is probably going to be your best bet. Alternatively, you might tie it to a magical location like the Pond of Shadows (ECS 200).

I saw the Eldritch Machine, and it obviously had no direct description that matched the prophecy aspect, but it's general plot driven description makes it clear it could work. I'm thinking to create it, you have to get a perfect sphere siberys dragon shard, infuse it with Sor Teraza's blood taken while she sleeps (possibly in the pond of shadows).

None of the three shard types seemed perfect - is there one that feels most appropriate?

Sor Teraza (https://eberron.fandom.com/wiki/Sora_Teraza) has a real Oracle at Delphi feel.
For interesting characters, see also Flamewind the gynosphinx (http://www.d20srd.org/srd/monsters/sphinx.htm#gynosphinx) with "amazing oracular powers": https://eberron.fandom.com/wiki/Flamewind

"Flamewind is a great oracle, on par with the likes of Sora Teraza. She frequently speaks in riddles, and rarely gives straight answers."

That is another really cool character/npc! It is really interesting how Eberron seems to be the only universe with significant prophecy
