caltrops spell technically deals damage.

so can i cast a fell animate caltrop, pick one up, and coup de grace helpless creatures until they are slain?

Caltrops aren't melee weapons, so you can't coup de grace with them. (They're not ranged, either, so there's no taking a ranged coup de grace option.)

No. The spell description is a copy and paste of caltrops from Goods and Services. The spell makes regular caltrops only, so it does not deal damage like how Fabricate or Major Creation doesn't deal damage when it creates a weapon.
