Say a Warlock takes Shadowtouched as a feat, and take Gift of Alacrity...

Can he use warlock slots to cast Gift of Alacrity on his team, and then recover the spell slots after a quickie short rest?

Technically he could buff the entire team permanently. Or am I missing something?

You learn the invisibility spell and one 1st-level
spell of your choice. The 1st-level spell must be
from the illusion or necromancy school of magic.
You can cast each of these spells without expending
a spell slot. Once you cast either of these
spells in this way, you can't cast that spell in this
way again until you finish a long rest. You can also
cast these spells using spell slots you have of the
appropriate level. The spells' spellcasting ability is
the ability increased by this feat.

Warlocks have spell slots (up to 5th level) and the feat doesn't specify that the spell slots have to be from the Spellcasting Trait, so you can cast the spell with a Warlock's Pact Magic spell slots.

EDIT: See below; spell unavailable, but for spells that are available the Warlock could cast the spell.

Shadow Touched allows an illusion or necromancy spell and Gift of Alacrity is divination. So this wouldn't work (unless I read it wrong).

You'd have to take Fey Touched to get a divination spell not Shadow Touched, but it should work. Short rest is still an hour though.

Fey Touched lets you choose a 1st level spell from divination or enchantment.

Shadow Touched lets you choose a 1st level spell from necromancy or illusion.

Sorcerer and Extended Spell would come in handy with this.
