The DM is giving us us A extra feat as a boon starting at first level. I'm going inquisitive Rogue and I took the observant feat.

I know I get +5 on my passive insight & perception I have 19 in wisdom At level 5

Taking expertise in those two skills

So what I can tell my passive skills are 10 + Ability mod (4). + X2 prof bonus ,(6) + obersvant +5 = 25 right ?

What would be non-passive insight or perception ?

With a 19 WIS, either 1 level of Peace Cleric, or 5 levels of Gloomstalker or Swarmkeeper Ranger.

Note that if you pick up advantage, that is another +5 Passive as well

And per Jeremy Crawford, your active Perception can never be lower than your passive, though your DM may disagree.

I did Knowledge Cleric 1 on an Arcane Trickster. I got +2 Expertise (Religion and Arcana), at-will(Guidance, Detect Magic, Identify), and 2 Healing Words per day. It should be similarly useful on an Inquisitor Rogue since we are both skill monkeys.
