Do we have any class with a spell list capping at 2nd lvl spells? Maybe some exotic 3/5 lvl prc?

Sinker (Dragon #287) have spontaneous arcane Cha-based casting from their own (rather short) spell list, and the highest spell level is 2nd (although at capstone they got Disintegrate SLA 1/day)
