So it depends on what you want out of the character, but the crit-fishing Oathbreaker 6 / Hexblade 3 combo is pretty good. Be a half-elf, take Elven Accuracy as your feature (rounding out your Charisma to 20), make your STR and CON 16 with your other racial stat bonuses, and use heavy armor, which you get the proficiency for by taking your first level as a paladin. Run around with the Devil's Sight eldritch invocation (other invocation is really your choice - agonizing blast is good if you want a reliable ranged damage option) + Darkness spell, use Hexblade's Curse in important fights, and smite whenever you crit. I'd recommend using a longsword-and-shield with the Defense fighting style if you want to be extremely tanky (high AC + great saves due to Aura of Protection), and as you level up you have the option to take Great Weapon Master and/or Polearm Master, replace your longsword and discard the shield if you'd rather opt into more damage.

Exact suggestions really depend on how high level you think the campaign is going to go. A 4th level in Hexblade to grab one of those two features as your next level-up is pretty good, and honestly even taking Hexblade to 5 for the Eldritch Smite invocation is viable - if you crit, you can use Divine Smite and Eldritch Smite at the same time.

Outhbreaker 7 will be nice for the charisma to damage.

Blade warlock 5 will be fun for double smite.

I think that you want to get Paladin 7/Hexblade Blade 11 for double smite and triple charisma to damage.

Start with Pal. I’d go Tashas custom lineage and EA to get 20cha early.

Then, depends if you are sword and board or 2h. Either Hex1 or Hex 3. The rest in Pal. If you take Hex1, pick up devil sight feat.

Obviously a super strong build. But be warned that the pally aura buffs certain enemies, so be careful where you take this.

There are several ways you could build this. Do you want more Paladin/Melee, or more Warlock/Casting?

What specifically are you wanting to get from Hexblade Warlock and from Oathbreaker Paladin? Is having Undead Minions around on a regular basis important to you?

To what level are you anticipating playing? 10? 15? 20?

Option 1: Paladin 2/Hexblade Warlock X - At Level 9 this would be a Paladin 2/Warlock 7
This gets you basically a Warlock with Heavy Armor and Smites. You don't get the Animate Dead spell (but you can take the Undying Servitude Invocation at Warlock 5+ to be able to cast it 1/day), and don't get Control Undead or any of the various Oathbreaker abilities, but you can get the Summon Undead spell starting at Warlock 5/Character Level 7 if you just want the occasional temporary "undead minion" for combat. And it does allow you to eventually get the ability to use Hexblade's CHA weapon attacks with larger weapons like Greatswords and Polearms, which is only available for Sword Pact Warlocks of Level 3+. (This one will feel the least like an Oathbreaker, or a Paladin in general, so likely isn't what you're after.)

Option 2: Hexblade 1/Oathbreaker X - At Level 9 this would be a Warlock 1/Paladin 8
This gets your CHA-based attacks, some cantrips, and a few 1st level slots for Shield or Smites, but is otherwise a straight Oathbreaker. You don't get access to Summon Undead, but starting at Paladin 9 you can Animate Dead, as well as Control Undead Channel Divinity, and boost your undead minions with your Oathbreaker 7 Aura. This also eventually gets you the nice high level Oathbreaker abilities. (I'm assuming this is probably more what you're looking for when combining those two classes.) You'll also have your Paladin 8 ASI available from the start.

Option 3: Oathbreaker 9/Hexblade X - At Level 9 this would be a Warlock 1/Paladin 8
Very similar to the above, this gets you most of the cool Paladin abilities, plus Animate Undead at Oathbreaker 9 and your undead Aura at Oathbreaker 7, but then you stop taking Paladin levels and start gaining more Warlock levels for higher level Warlock abilities and spells. You'll get Summon Undead too, just fairly late at Warlock 5/Character Level 14.

Option 4: Oathbreaker 6/Hexblade X - At Level 9 this would be a Warlock 3/Paladin 6
This is if you don't care about Summoning/Animating Undead. You get many of the best Oathbreaker and Paladin abilities, while also eventually gaining higher level Warlock abilities and spells, but won't get Animate Dead, or the undead-boosting Aura, and Summon Undead only comes online pretty late at Warlock 5/Character Level 11. (This is likely the most optimal setup specifically for Level 9, but not necessarily for later levels.)

If you're dead-set on being a Necromancer-type, I hate to break it to you, animating/summoning undead will probably be a bit lackluster with a Hexblade Oathbreaker unless you go with Option 1 (which isn't really an Oathbreaker). It's the only one that can Animate/Summon undead already at Level 9. The other options have their Undead Animating/Summoning come online a bit too late. With Option 2 or 3, you're not Animating Dead until Level 10. Besides, there's not much that a few Zombies/Skeletons can do in Tier 3/4 except be a very brief speed bump for high level enemies. It's cool flavor, but not ideal for combat. Similarly, with Option 3 or 4, you won't get Summon Undead until Level 11 or 14, at which point it's also going to be too far behind the curve to be really useful. Option 2 can at least Control Undead, scale it with Paladin level, plus boost it with your Aura. So if you can consistently find low-WIS undead that you can repeatedly dominate on a daily basis, that's your best option for having at least one effective "undead minion" with an Oathbreaker, provided your DM builds in opportunities to swap it out for more powerful undead as you gain levels, and provided they don't pass their daily save and decide to attack you.

No matter which option, I'd recommend maxing out CHA as your primary stat, with a high CON, and just a 15 STR (for heavy armor and multiclassing requirement).

Half Elf:
STR 15
DEX 8
CON 15+1
INT 11
WIS 14+1
CHA 17+2

Take Elven Accuracy at Level 4 to Max your CHA and be able to utilize Triple Advantage, which is great when fishing for Critical Smites. From there, with such high stats, you're free to take whatever interest you at your Level 8 ASI and beyond. Good options to consider could be stuff like +2 CON, Resilient WIS, War Caster, Polearm Master and/or Great Weapon Master (if taking at least 3 levels of Warlock), Sentinel, Lucky, Eldritch Adept (if only taking 1 level of Warlock), Fey Touched/Shadow Touched with +1 WIS, Shield Master, etc. But feat picks will depend on the exact build you settle on.

I would go for variant human Oathbreaker 7 (for the aura) hexblade 2, in that order.

Base Stats: Str 15, Dex 14, Con 15, Int 8, Wis 11, Cha 17

Vuman racial bonuses: +1 constitution and charisma
Vuman racial feat: Polearm Master
Vuman racial skill: Perception

background: soldier (generic, but fits)

gear: heaviest armor you can afford, spear, and shield. Magical if possible.

Paladin 1: Persuasion & Religion or Insight proficiency

Paladin 2: any Combat Style chosen from dueling, defense, interception, divine warrior, or bling fighting. Personally I like Blessed Warrior to pick up Guidance for extra out of combat utility, as you'll have solid combat abilities either way. If your party already has access to Guidance then any of the others are fine.

Paladin 3: Oathbreaker

Paladin 4: War Caster feat

Paladin 5-7: no major choices, but key features in extra attack, aura of protection, and aura of hate.

You aren't locked into a limited list of paladin known spells, but important ones to prepare include Bless, Protection from Evil and Good, Aid, and Find Steed. And Magic Weapon, if you don't start with one.

...

Warlock 1: hexblade patron, eldritch blast and booming blade cantrips, Shield Spell and maybe Hex or Armor of Agathys

Warlock 2: Devil's Sight invocation. Pick whatever you want for the second. Agonizing Blast is good for ranged damage, but you're mostly a melee character, so you might prefer a utility invocation like Misty Visions, Mask of Many Faces, or Beguiling Influence. Either way you might trade it away for a pact invocation next level, so don't get too attached.

For your additional spell known, grab whichever you didn't pick out of Hex and Armor of Agathys last level. Or anything else, honestly. Your first level spell slots are probably mostly going to Bless, Shield, or Divine Smite, so it doesn't matter too much.

...

In combat, get a buff like Bless, Darkness, Hex, or Hexblade's Curse up, then wade in with polearm master to beat on enemies, taking advantage of your Oathbreaker aura and Hex Warrior to double dip cha mad damage on every melee hit and War Caster to threaten particularly punishing opportunity attacks with Booming Blade. Throw in a divine smite here or there as appropriate. In tough fights especially try to get Hexblade's Curse plus Darkness up for advantage on attacks and expanded crit range, then smite on crits for massive damage.

Next level should be Warlock 3 for 2nd level pact slots to cast darkness, access to misty step, plus a pact boon. Don't take blade, you've already got extra attack from paladin levels and you're using a one handed weapon so hex warrior has you covered for cha melee without it. Instead grab chain for the super useful familiar (and maybe swap your spare invocation to voice of the chain master for utility or gift of the ever living ones for HP efficiency). Talisman or Tome are also acceptable, but really only if you plan to take warlock for most or all of your remaining levels.

After level 10, feel free to either go back to paladin, keep going with warlock, or jump over to sorcerer or bard for any remaining levels. All have their advantages, there's not really a wrong choice among them. Just make sure your next ASI whenever you do get it is +2 cha to round your charisma out to 20.
