This is a cantrip that many gwerin (high elves in Dawn of Hope) nobles learn to earn their adulthood rights[1].

Sartoreth's Sartorial Adjustment
transmutation cantrip
Casting Time: 1 minute
Range: Touch
Components: V,S,M (a piece of cloth)
Duration: Instantaneous

You alter the target garment. You can change the color of any specific area (creating patterns requires multiple castings) and the stitching and form (such as hemlines, length, necklines, or other alterations). Altering the total amount of material in the garment is possible, although adding material requires the new material to be provided during the casting. Removed material falls to the ground as if cut from the garment. The types of materials in the garment cannot be changed by this spell except by removing the old and replacing with new materials provided. If the garment is being worn while being altered, the wearer must consent to the changes being made or the spell fails.

[1] gwerin nobles are not considered adult until they can cast a single cantrip via wizardry among other requirements.
