Thrallherd Twofold Master question

So I am slightly confused by the twofold master description, is this saying the second thrall's level is capped at level 8 (pre-epic)?

Based on the wording of the first thrall (and the leadership chart), I am pretty sure its based on character level, not level in the Thrallherd prestige class. So, you can certainly have a thrall higher than 8th level as a second thrall.

The relevant bit of text is part of the Thrallherd ability
Unlike with the Leadership feat, the level limit of a thrall is equal to the character’s total level minus 1 (not level minus 2, as is true for cohorts).

Twofold master is a little less clear in the wording, but I would base it on the the text above, to keep it consistent.
