How do you multiply fractions in D&D/Pathfinder? Do you multiply them? When do you discard remainders?

So the rule in D&D 3.5 and Pathfinder is that if you end up with a fraction, round it down. So if I have Str 16 and a greatsword, I am adding +4 to my damage [(1.5 x +3 Str mod) = 4.5 = 4 when rounded down)]

But if I get a critical hit with that greatsword, do I multiply the rounded number (so 4 damage goes to 8), or do I multiply the number before it is rounded (4[.5] damage becomes 9)?

Any particular multiplication is done at the level it's called for. When calculating your normal damage, you add 4 because of 1.5x Str. There is no carryover, your damage is 2d6+4. When you crit, you deal double the normal damage, or 4d6+8.

This is my understanding as well. On the rare occasions half-points of something exist (such as skill ranks) it's specifically noted that that's the case.
