Here's an idea I had a while ago based on this Milton quote:

...th' adventrous Bands [of fallen angels]
With shuddring horror pale, and eyes agast
View'd first thir lamentàble lot, and found
No rest: through many a dark and drearie Vaile
They pass'd, and many a Region dolorous,
O'er many a Frozen, many a fierie Alpe,
[...] Where all life dies, death lives, and Nature breeds,
Perverse, all monstrous, all prodigious things,
Abominable, inutterable, and worse
Then Fables yet have feign'd, or fear conceiv'd,
Gorgons and Hydra's, and Chimera's dire.

Demons could be the natural and original inhabitants of the Lower Planes. When Asmodeus' ilk fell and were cast into the lower planes, the demons were their torturers and tormentors. That's the source of the bad blood between them. Baator is then the devils' bastion and holdout in the lower planes.

Visually there should be a clearer distinction between demons and devils. Devils should look like corrupted, demeaned or darkened angels, while demons should be mutating, fiendish horrors in bizarre and nonsensical shapes.
