ok, so if you play with all books, or in Eberron/Ravnica those settings linages and backgrounds are inherently more powerful. with the custom background rules, this isn't much of a problem everyone can pick a guild background then customize it. but with lineages, it's not as free. would expanding these 20 spell lists to every race as just an option, break anything(assuming you're like my tables and you already use all of these.)
The second question would allow customization of these spell lists be too powerful, are their restrictions that could be in place, so on.
