So a while back, I saw a thing on this website about the best gear by tier/level and I am now trying to re-find it so that I can update my character sheets about what is some of the best equipment that you can have and when you should start trying to find it to add to your pack. I seem to recall this a pdf

There're a couple of threads on this forum that are in the ballpark of what you're asking for here but I don't think I've ever seen a PDF document like that.

That said, I'd be looking at such a thing awfully suspiciously. The needs and wants of individual classes, nevermind whole builds, vary too much to really categorize that way. By tier is -much- too broad. You'd need to get down to general effect like "flight" or "speed boost" or "stealth" etc. By level is also a bit specious since the cheaper the better as long as it produces the desired effect an adequate number of times and/ or for sufficient duration for a typical day. Managing your WBL just isn't that simple.

Anyway, IIRC correctly. Those threads were titled something like Shax's indispensible haversack and the list of necessary item effects both here in the 3e/PF subforum. If you find any of them they tend to have links to the others.
