Actually it is a cloak clasp that is equiped with a Protection from Evil spell to block compulsion magic.

It happened in strip nr. 969 (https://www.giantitp.com/comics/oots0969.html).

Of course, it was actually Mr. Scruffy who activated it and reanimated Belkar. A clever animal; not for nothing was he the de facto ruler of Azure City for some time.
