Okay so this one’s going quick I need a really mean 3.5 touch spell for 4th level preferably necromancy but it doesn’t need too be.
My banned schools are enchantment and illusions.
PF is not allowed.

From sorcerer/wizard spell list
Vampiric Touch Lv 3 1d6/2CL gain the damage as temp hp
Shivering touch Lv 3 deals 3d6 dex damage the damage lasts for 1 round/level
From Cleric
Inflict Critical Wounds Lv 4 4d8+lv
Druid
Poison Lv 3 inflicts a poison that does 1d10 Con damage initial and 1d10 con secondary

A few ideas depending on how you define "mean":
Aboleth Curse (Stormwrack, 4th level)
Bestow Curse
Affliction or Contagion, depending on your alignment
Backlash

Probably not the best choice, but touch of years is also an option, 3 strength, con and dex drain, fort negates, cast it a second time to blind and deafen. They have to save every day for 1 day/level if they fail the first save, taking 3 more drain on a fail, but obviously that won't matter much.

Still it's not often you get to deal ability drain and it's a nice option against annoying enemies who like to run away.

I'd say Shivering Touch in Frostburn, it deals 3d6 Dex damage no save. The spell says it lasts 1 round/level, but damage is instantaneous so it won't go away when the spell ends. You can Lesser Rod of Maximize it for 18 Dex damage which can outright disable most monsters. It won't affect creatures immune to ability damage or creatures with the cold subtype.
