I am creating a Satyr Wu-Jen character. As a satyr, she starts with 5 HD, essentially giving her 5 levels of Fey, right? The Monster Manual isn't super clear on when giving out skill points if I'm supposed to quadruple her first level of Fey skill points or her first level of Wu-Jen skill points.

Quadruple the first level of Fey skill points.

You always multiply the first HD regardless of whatever else the creature has.

The monster is a fey before it takes any class levels, so the first fey HD is the one that gets the 1st-level treatment.

Thanks for the help. Nice to know I've been doing it right even if it felt weird.

What happens with the BAB of a 20 HD aberration, 20 level fighter? It's obviously epic, but does it have to calculate the 20 HD of aberration first?

for monsters without class levels they keep gaining BAB at the same rate no matter how many HD they have. If they have at least 20HD, any class levels they take after that use Epic Attack Bonus and Save Progression (iirc). And yes, the racial HD always go first, so a 20HD aberration can't get "BAB 20" since any levels it takes unless theyre extra racial hit die, use the epic progression.

Also remember that the first Wu Jen HD is the one that gets max hit points, not the Fey HD. Plus take whatever your rules are for fractional BAB and saves and stacking the good save bonus. You may or may not get the +2 to Will twice.

Fractional BAB isn't RAW it is a supplement rule like armor is DR or AC progression with class levels and therefore isn't in play unless your DM says it is...

Check out the illithid sorcerer in the MMI. The math shows that it's the first racial HD that's maximized, not the sorcerer level.
