I asked this is the Q&A by RAW, but it didn't get any traction:

I'm a bit confused by the Dragon 318 update of the Crow-Headed Tengu and its SLAs. In OA, it has change self, ghost sound, minor image and shout, all at will.

The magazine update says SLAs shout, 1/day.

Does this mean it loses all other SLAs besides shout, or that it retains all SLAs, but shout becomes 1/day instead of at will? I'm leaning towards the second reading myself.

I take that to mean it only changes Shout to once a day. All the other SLA's would be unaltered.
Dragon updates usually only comment on what actually changes, right? It doesn't usually mention what doesn't change?

Yep, that's my understanding and reading as well.

Otherwise, the Human-Headed Tengu loses all SLAs!

I'd tend to read that as the RAI as well. They've looked at the at-will abilities, picked out the the fourth level spell that shouldn't just be given out freely, and smashed it back to 1/day. The other SLAs are just chicken feed by comparison.
