Step 1: Select a race that offers a large number of features which can be traded for skill proficiencies.

Step 2: Swap every single one out for skill proficiencies.

Step 3: Gain your lineage of choice in play. You will gain a completely new set of racial features but keep all of the aforementioned skill proficiencies.

Step 4: Profit.

Nope. You can only swap skill proficiencies for skill proficiencies.

Other types of proficiencies can only be swapped for weapon or tool proficiencies.

So there'd be no net gain in skill proficiencies.

Proficiency Swaps

Proficiency...........Replacement Proficiency
Skill.....................Skill
Armor..................Simple/martial weapon or tool
Simple weapon.....Simple weapon or tool
Martial weapon.....Simple/martial weapon or tool
Tool.....................Tool or simple weapon

For example, high elf adventurers have proficiency with longswords, which are martial weapons. Consulting the Proficiency Swaps table, we see that your high elf can swap that proficiency for proficiency with another weapon or a tool. Your elf might be a musician, who chooses proficiency with a musical instrument—a type of tool—instead of with longswords. Similarly, elves start with proficiency in the Perception skill. Your elf might not have the keen senses associated with your kin and could take proficiency in a different skill, such as Performance.

The new text states that Lineages may be taken in play by players.

Nope. You can only swap skills for skills.

Ah, true. This still does work, however, with racial variants that allow for more skills to be chosen.

There'd still be no net gain in skill proficiencies. Races provide 0-2 racial skill proficiencies.

2 skill proficiencies, swapped for 2 different skill proficiencies, is still just 2 total skill proficiencies. Same as before.

Still, with 2 proficiencies you can use this route to pick the best ones rather than the ones the designers intended. Perception and stealth come to mind.

You can already do that with both Tasha's rules and could do it since day 1 with customisable backgrounds. The new lineage stuff in Van Richten's doesn't change anything about that.

They don't swap out one at a time, unless they don't play by the same rules as the one I'm looking at from youtube, which states they all swap out at once for two skills.

Basically, you can either trade your entire set of racial features for two skill proficiencies, or pare them down to only skill proficiencies and climb, swim, and fly speeds. You lose all weapon, armor, tool, and language proficiencies (the language one is interestingly weird). Also, no other mobility options need apply - suck it, Eladrin, or if we ever get a foxkin race with a burrow speed.

I'm guessing maximum profit is going to be on Aarakocra and Tieflings, as fly speed is easily worth two skill proficiencies. Of course, any race with 3 or more skill proficiencies is also a great pick - I know there are some, I just don't remember any by name right now.
