Scrolls and caster level checks

If I find a 7th level scroll and use it against a foe with SR, and I have the Spell penetration feat, would I apply the feat?
How about with a wand or staff?

A scroll is cast at the scroll's caster level. A staff uses your caster level. A wand just like a scroll has a set caster level. The only one that unquestionably works with spell penetration is the staff.

All of them, however, can benefit from the Arcane Mastery feat.
