With or without LA? Savage species antropomorphic template comes to mind.

If I remember correctly, antropomorphic badger in SS is something like LA+2, has a fairly positive stat adjustement, and since badgers have a burrow speed, they keep that when the templae is applied

Sounds like Wildren, from Planar Handbook.

They are an outsider with LA +1, and kind of resemble badger-like Dwarves.

Base move of 20, burrow speed of 10, and like Dwarves, and can move full speed in medium and heavy armor, among other abilities.

Well, there are also:
Armand (Monster Manual III) with 10' burrow speed, Defensive Stance, and Stability; 5 HD and LA +3
Groundling (Monsters of Faerūn) burrow 30', +2 on saves vs poison and magic, and Improved Grab; 3 HD and LA +3

If we're including level adjustment, Mineral Warrior is a LA+1 template that confers a burrow speed

I think that is what I was initially remembering. I have that book somewhere packed. I'm in between homes right now so I might not be able to dig it out. Gotta go look in the garage. lol.
Thanks for all the other ideas everyone. I'll have to look those up too. I have PDF files of a lot of books so II don't need to find all of them. No PDF of Monsters of Faerun though unfortunately. Time to go hunting. lol

Found a couple piles of books but no luck on the Monsters of Faerun which is the main one I was looking for. Did find my Savage Species and Magic Item Compendium though so it's not all bad.
