Cobalt Dragon Mad Scientist build?

So I have an idea for a weird biopunk themed Cobalt Dragon, who is obsessed with breeding the perfect Kobold servant by crossing the various different strains of kobolds and making inheritable grafts, and various other weird science sorts of things. I'd have him be young adult, and maybe have a Sorcerer level, and built to challenge rating rather than ECL. I do want him to have a lot of skills to enable this concept, so I'm thinking some sort of 'skilled sorcerer/crafter' kind of build. I also want the Alternate Form and Half Dragon Alternate Form feats somewhere... but I'm unsure where to take this. I'm also interested in him maybe doing some biological self modification based on his studies, but I don't know where to take that either. What are some suggestions, or minor houserules that might make this concept work better?
