Am I right or wrong, when I see: "Melee 7 bites +14 (1d4+2)"
this means 7 strikes as a standard action?

These are what is called Primary natural attacks right?

7 bites as a full attack action, probably
what monster are you looking at?

and is it 3.5 or pathfinder?

Closest thing I can find is the Marai Rakshasa (https://www.d20pfsrd.com/bestiary/monster-listings/outsiders/rakshasa/rakshasa-marai/) and it doesn't have an exception clause for standard attacks using all their bites, so, as ciopo said, a full attack is needed for more than one bite.

The primary/secondary natural attack classification is mainly for the strength bonus on damage roll and possible attack roll penalty if it's a secondary and not a primary.

If it's a Hydra, yes they're special in that they can bite with all their heads as a standard action attack, as well as on an attack of opportunity. Almost as if each head is a separate creature that gets to act on its turn.

If it says that on the "attack" line, yes. If it says it on the "full attack" line, no.
