I'm planning on collecting all of my 3.5 homebrew in one document, and I thought it would be fun to format it in the same style as the official rulebooks. My problem is that whenever I look for resources and templates I just find 5e stuff. Does anyone know where I could get my hands on things like border and background images?

So an answer-adjacent response is that it didn't take too long for me to figure out how to use Inkscape to extract the background of a ToB pdf. If you can't find what you're looking for ready-made, that may be a good back-up.

Use the Homebrewery, it's been productive for me so far. It's intended for 5e I think, but it's easy to edit everything.

Also, obligatory joke about Paperback and Hardcover Templates.
