for example, would an aarakocra reborn be be able to fly in plate armor? Would a dwarven reborn ignore movement penalties?

Ancestral Legacy. If you replace a race with this lineage, you can keep the following elements of that race: any skill proficencies you gained from it and any climbing, flying, or swimming speed you gained from it.

If you don’t keep any of those elements or you choose this lineage at character creation, you gain proficiency in two skills of your choice.

Birdflight:


You have a flying speed of 50 feet. To use this speed, you can’t be wearing medium or heavy armor.

Dwarfspeed:

Your base walking speed is 25 feet. Your speed is not reduced by wearing heavy armor.

Is the flying speed connected to the second sentence in the Flight trait, or is it on its own? Personally, I would rule the former. The flight speed you gain from being a birdboy is tied into the restrictions, so if you keep one part you keep the other part too. I can understand a DM saying otherwise.

As for dwarves, no. Ancestral Legacy doesn't apply to walking speed - dwarf reborn have a walk speed of 30' and would not retain the removal of reduction from heavy armour.
