Hello everyone !

I hope you are doing well :).

I'm DMing a sandbox campaign in a custom world. The setting is pretty simple : all gods are dead, except for the god of Light and life and the god of darkness and death...
... and the god of all dragons (good or evil), has been dropped into a pretty deep hole, his wings have been cut off, and he is basically powerless.

Tiamat, being aware of the void let by the gods, sent some of her lawful agents on this world to assess the situation and infiltrate the most powerful organisations.
The most powerful one is "The Empire of Men". They basically are the roman empire at its golden age.

The players have to meet a spy who infiltrated a battalion. This spy is an undercover agent of Tiamat. The players don't know yet what he really is, but I would like to use a known character of the D&D universe in order to keep this as consistent as possible when using official vilains.

I do not, however, seem to be able to find someone who serves Tiamat, and is either a human, or a creature able to pass as a human (as I really do not know Tiamat's history that well).

And I do not want to use Sammaster.

Do you think of anyone who could fit the role ? It could be an abishai I guess...

Well:
Many Dragons are able to pass for Human via polymorphing, Alternate Form, etc
Abishai devils have Disguise Self SLA at will
Aurak draconian have Disguise Self SLA 3/day for 2d6+6 minutes, and Alternate Form into Animals 3/day
Sivak draconian is able to take form of the Humanoid they just killed (duration is unlimited)
House Karanok (https://forgottenrealms.fandom.com/wiki/House_Karanok) consist of Humans
Also, I know you asked "no Sammaster", but how about Algashon Nathaire (https://forgottenrealms.fandom.com/wiki/Algashon_Nathaire) or Kya Mordrayn (https://forgottenrealms.fandom.com/wiki/Kya_Mordrayn)?

Thanks,
I might use this house, as there is a primordial in this universe associated with Entropy.

My vote would be for Kitiara uth matar from the Dragonlance setting.

1. well known enough that your players might have heard of her
2. somewhat unusual choice because not FR/Greyhawk
3. has considerable experience as a soldier and as a leader in an army setting so she'd fit in with her false identidy
4. has considerable experience as a "rogue" like spy master

A Rakshasa might work: it can pass itself off as human, has innate disguise and thought reading abilities, and you can tailor it's spell selections to an infiltration role.

Also, being an LE outsider, it's likely to be somewhat philosophically aligned to Tiamat's cause - probably in exchange for promised rewards.

I used Algashon Nathaire for this character.

However, all the characters you quoted are interesting and could fit later. Thank you all for your help  .
