I thought I remembered some sort of feat that gave +2 charisma, human only and 1st level only, I think it was a prerequisite for a second feat that did the same. Might have been dragonlance but I can't seem to find it anywhere.

As far as human specific, I’m 90% sure there was a Dragon Magazine human that replaced the bonus feat with a +2 to any stat for 3.5.

That would be the complacent human fron dragon 320. Athasian human have also +2 to any stat, but have IIRC +1 LA.
