In this thread (https://forums.giantitp.com/showthread.php?634504-Ways-to-cover-more-creatures-in-a-Vitalist-s-Collective) on Collective-expansion options, the Helm of the Hydra (https://libraryofmetzofitz.fandom.com/wiki/Helm_of_the_Hydra) was brought up, and I've been contemplating it and realized its basic function is essentially a Monk's Belt for a Vitalist (or Tactician).

Now, Legendary Items (https://libraryofmetzofitz.fandom.com/wiki/Legendary_Items) explicitly say, "They cannot be intentionally crafted, the values given are just for reference." I am 90% sure this is only meant to refer to their growth nature, though, and that the "reference" values are what the complete item up to that point theoretically would be worth.

Would it be reasonable/fair to try to convince a GM that crafting a Legendary Item without the growth feature, just up to the level you're willing to spend the gp and time (and feat) to craft, would be reasonable?

My use case would be making a magic item that does what the "level 1" form of the Helm of the Hydra does: "The wearer of the Helm of the Hydra treats his collective as if his class level were four levels higher." Which pushes up the maximum number in the collective a little sooner if your Wis Mod isn't all that high, and pushes the range a little, and lowers some thresholds. (In particular, coupled with Enlarged Collective (https://www.d20pfsrd.com/alternative-rule-systems/psionics-unleashed/feats/enlarge-collective/), it makes the collective range go to "anywhere on the same plane" at Vitalist level 8.)

I think this is a not-unreasonable approach, but as my DM is new to psionics and to PF in general, I want to double-check myself before I try to convince him of it. I do not want my selfish bias to lead me to abusing his trust in my expertise (such as it is).

I'd allow it.
