My regular DM is thinking about starting a new campaign with some friends that haven't played much before. As such, I thought it'd be best to grab a simple character concept; I've never played a blaster before, but certainly it could be fun for a short enough campaign. The stipulations relevant to this post he's told me so far are:

1. The campaign will take place at several different level breakpoints (e.g. 1-3, 5-7, etc). At each breakpoint, we will use different characters.

2. For the first breakpoint, he wants us to use primarily RoS and the PhB, but feats from elsewhere are OK. Regionally, other races and classes probably aren't around for part 1, I think the implication was.

He normally doesn't allow flaws, Dragon Magazine, or bloodlines (the variant from UA)

I was thinking something like this could be appropriate:

Immediate Magic (Abrupt Jaunt) Martial Domain (Fire) Wizard

1. Wizard (Precocious Apprentice, Reserve Feat: Fiery Burst, Improved Initiative)
2. Wizard
3. Wizard (Spell Thematics or Elemental Spellcasting)

This gets a caster level of 6 at level 3, which is where the character will likely stop seeing play. It is just 1 shy of getting a second Scorching Ray. Is there any ACF or item I could add to get up to 7?

All I can think of is Reserves of Strength or Bloodline of Fire, and those require me to give up Precocious Apprentice (and not be able to use Fiery Burst for most of the character's tenure). An Evoker specialist could use Combust instead of Scorching Ray to get 6d8 fire damage, but as a touch range spell, it seems like it would be a lot worse at low levels.
