Eye of the Hurricane "Normal ranged attack"

Eye of the Hurricane from Spell Compendium says it stops "Normal ranged attacks". Does this block ranged touch attacks from spells?

While there isn't a hard definition of "normal" anywhere, rays and the like definitely shouldn't qualify as this spell is a wind effect, and those don't normally affect spells.
