In the Leather Armor Rant thread, someone commented that Necrotic Blast (or perhaps it was a different spell that inflicts Necrotic damage) only targets creatures. What if I wanted to research a spell that could target objects, too? Are there any rules for creating new spells?

In 2E, spell research cost 1d10x100 gp + 2 weeks per level of the spell (3rd level spell costs 3d10x100 gp and 6 weeks). The player would write up a description of the spell, the DM would make any modifications he felt were required and set the level, and the player would then decide whether they liked the new spell.

What are the rules for 5th Edition?

There aren't any hard rules for that in 5e. There's been a fair amount of homebrew on the subject, usually imagining it as some kind of downtime activity, so it would be up to you to select a homebrew option that works for you, or make up your own.

There's custom spell guidelines in the DMG, cobble that with the research guidelines from XGtE and you should have something workable to start from.
