I am very unsure of the level of this. The idea is just to create the hivemind out of a swarm of individual creatures so that you can use various mind-affecting and not-technically-"mind affecting" (but still powers that require creatures to be singular creatures in terms of identity) abilities on them. Also maybe negotiate, since you can make them smarter and unified in volition.

Unify Swarm Gestalt
Discipline: Telepathy; Level: Telepath 3, Tactician 2, Vitalist 2
Manefesting Time: 1 standard action
Range: Medium (100 ft. + 10 ft./level)
Target: One swarm without the Hivemind trait
Duration: 1 minute/level
Saving Throw: None or Will negates (harmless) [see text]
Power Resistance: yes (harmless)
Power Points: Telepath 5, Tactician 3, Vitalist 3

Forging a telepathic connection along the group identity, you form a gestalt of the minds of the creatures in a swarm. If the creatures are mindless, you create the mind as part of forging the link. Individual creatures may choose to resist becoming part of this gestalt mind; if they do, they make a Will saving throw and success causes them to exit the swarm. At the DM's discretion, if enough resist to represent a significant plurality within the swarm, the swarm may split into two, splitting hp proportionally, with one swarm affected and the other unaffected. Alternatively, it may simply cause the swarm to disperse.

An affected swarm gains the hivemind trait, and the hivemind has a +2 enhancement bonus to its intelligence. If the swarm was mindless before, its base intelligence becomes 1. When you form the hivemind, you choose a language you speak; the swarm can understand that language as long as the hivemind persists, though it may not be able to speak it.

As a hivemind, the swarm is a valid target for effects to which non-hivemind swarms are often immune.

The hivemind's initial attitude towards you is the same as the original swarm's; most that were not in combat will be indifferent, but if you had a pre-existing attitude from the individual creatures, that will carry over. However, your first attempt to improve the hivemind's attitude towards you receives a circumstance bonus equal to the enhancement bonus to intelligence this power granted it.

If you are capable of forming a collective, you may attempt to add the swarm to the collective as a single member as part of manifesting this power. The hivemind makes the decision whether to join as it forms. If you have the Unwilling Participant feat, you may attempt to force the issue as usual.

Augment: You may augment this power in any of the following ways:
You can spend 1 additional pp if you choose to add the resulting hivemind to your collective in order to increase the range of this power to match that at which you could add a creature to your collective.
You can spend 2 additional pp to increase the enhancement bonus to Intelligence to 3d4.
You can spend 2 additional pp to extend the duration to 24 hours.
You can spend 10 additional pp to make the duration Instantaneous. The hivemind becomes a permanent existence, though the membership in your collective, if applicable, lasts only as long as it normally would.

If you have a manifester level of 1441 can you use the third augmentation in order to reduce the duration of 1 minute without having to reduce your manifester level(as you would normally while trying to reduce duration)?

I consider that enough of a corner case that, if you've got an ML that lets you have 24 hours without the augment, that's not a problem. :smalltongue:
