I like the idea but it does seem kind of expensive and niche.
I think you could probably drop the fire vulnerably and concentration. It’s a 3rd level spell and only slightly better than mage armor (in my experience most wizards start out with a 14 dex).
Giving thorn whip shouldn’t break anything but I can’t imagine it being used often as most characters have their own access to resource free damage. You should probably also make a note about which casting modifier they’re using.
When comparing it to mage armor you could probably increase the duration to 8 hours as well.
