The drow house insignia from City of the Spider Queen (p129) is a generic item granting a spell 1/day of 1st, 2nd or 3rd level. Despite a few recommandations, there is no rule on what spells can or cannot be put inside an insignia, which makes it a pretty good item to craft if you only want a spell 1/day and your DM is a bit stingy on allowing non-explicitly-printed items to be crafted. However, the "no more than 3rd level" can be a bit limiting.
Eberron has eternal wands, which covers the 4th level, but only exists as 2/day, which can restrict a tiny bit your options.
There is of course the charge/day runes of a runecaster, but they require 8th level in the class, which not that many people will take.

Do any of you know of a printed item like the drow house insignia that allows for spells of 4th level and higher 1/day that any wizard or artificer could craft? Thank you!

A minor schema holds up to 6th level spells, crafting them requires 10th level to get the Etch Schema feat.
