I've seen multiple times that intelligence of 3 is the break point to go from animalistic to being capable of more complex thinking. My question is, is this ever explicitly called out in the rules or is it more of an assumption based on animals having 1 or 2 int. And pcs having a minimum int of 3.

Well I just read the part about intelligence on the srd and it basically answers my question lol.

It allows for a slight amount of min-maxing if you have such a very low ability score and can put your rolled scores in any order - put the 3 into intelligence, play a half-orc, and despite the usual racial ability score modifier of -2, your intelligence still can't go below 3! WINNING!
