I've looked around before posting this thread and found nothing, though I'm fairly certain the answer is just somewhere I haven't found yet. Have we ever gotten to know who was the hooded paladin to whom Soon is speaking in strip 459? (https://www.giantitp.com/comics/oots0459.html)

I don't think they are anything special, within the story we read at least.

First shown in #447 (https://www.giantitp.com/comics/oots0447.html), as one of the many paladins guarding the throne.
Died in #448 (https://www.giantitp.com/comics/oots0448.html), while even speaking.
I guess in #459 they are supposed to a be "just a ghost Soon is giving orders too", to show Soon is leader and is not sitting idling while Redcloak is running around.
In #461 (https://www.giantitp.com/comics/oots0461.html) the ghost paladin is gone, but it's corpse still visible.

Think those are their 4 appearances.

Edit: Double checking the Character Appearances Thread (https://forums.giantitp.com/showthread.php?611203-Number-of-Character-Appearances-VII-To-Absent-Friends) there are in fact two fully cloaked paladins.
Can you spot the Blue-cloaked Sapphire Guardsman? They are also in 447, 448. 449 and 461. Although we never see them fighting.
The one I just followed is dubbed "Sapphire Guardsman with Grey Cloak", so the blue one is a brighter in color.

It is a character that has appeared in only one comic, so it is obviously not unimportant. It is Redcloak's Neice, and the new ally in the last book.

They expected someone with a distinctive and mysterious design to secretly be someone important, to be revealed at a later point. It's a fairly natural assumption when dealing with a visual medium, and many people did the same when the comic came out.

Considering that Tarquin, Miko, and the MitD were all introduced like this (and MitD still is), it's entirely reasonable.

The mysterious cloaked figure was just a normal fashion trend of the mid-00s thanks to Kingdom Hearts 2.
