Can you take these to help with Ranged Touch Attacks (like Rays, for example, or a Warlock's Eldritch Blast).

yes. It's in the Complete Arcane and it's predecessor Tome and Blood and is generally accepted by the universe at large.

--->Yes. PBS gives its bonus to any ranged attack roll within 30', and Precise Shot removes the -4 penalty for any attack roll for which the penalty would usually apply.

or any spellcaster using range touch attack, so you dont nail the fighter with a ray Realistically many casters just take the -4 since ranged touch attacks are pretty easy to land on the creatures you'd want to use them on, but it's still fun if you decide to build your character around that sort of thing.

but lets say most rays are a low level spells so only having say a dex 14 and a +2 base attack you want every + to hit you can and if you have a -4 it just what you roll saying a touch of 10 only half your spells will hit and still could hit the fighter

without point blank and precise
0 only 1/2 or 50%
with them
a +5

meaning you only have to roll a 5 which is 3/4 or 75%
spellcast need every + for attack rolls at most levels

No; that feat only applies to projectile weapons and thrown weapons.

spellcast need every + for attack rolls at most levels ...if you're a level 4 Wizard aiming for a medium target that's already in melee with a party member, yeah. Beyond that, Precise Shot looks less and less attractive...and at level 4, you probably shouldn't worry too much about rays, spells like Sleep and Glitterdust still rule the day.

While 3.0 had rules for hitting the creature providing cover, 3.5 does not.

Enervation? One of the best core choices to Metamagic and incidentally a ray? Or the big-damage-nova Split whatever-whatever-whatever Energy Substituted /Admixed Scorching Ray. Or Disintegrate, if you want to keep it simple. There's plenty of good ray spells throughout the spell levels.

If your at the higher levels, the Rod of Magical Precision(Complete Mage) could help, as it effectively gives you those feats. You might want to take a look(plus, its not too expensive at a higher level, only 12,000 gp).

You never nail the fighter with the ray, you just miss. No matter what you never hit an unintended target.
