Custom race with multiple transformations

Hey guys

Im trying to homebrew a race that a humans who can transform into beasts, basically every beastmen ever.

First transformation im just gonna copy the Shifter from Eberron but for the second one im having some trouble. The second transformation is like their final form (legit final not like Frieza) where they are full beast (big tiger, bear etc) and are huge, but only few can do this transformation. Any idea how to make it balanced?
